The Team

Origins: The group was called Team Forza for the first project but changed their name to Turn 10 for FM2. Team members have previously worked on projects with EA, DICE, Boss Games, Nintendo, Crystal Dynamics, and Neversoft.

Performance parts: Certainly there will be lots of options, but no details on enhancements over FM2 yet. 
Weather effects / Night driving: Not this time.
Visual Customization:  Visual customization will be enhanced over the first two games. More details to follow. 
Graphical improvements: Cars - 10 times the polygons of Forza Motorsport 2;  4 times the texture resolution.
Car Painting: Full colour spectrum this time around (i.e. not just the preset colour options or the stock colours)
Photo Mode:  Take in-game pictures of your creation in Forza Motorsport 2 Photo Mode.
Video Mode:  
 
Live! Functionality
Players:  8 players
Career Mode: Earn in-game credits and complete single-player career objectives while racing over Xbox Live.
Leader Boards:  Will be leader boards for racers as always, but new ones for painters, tuners, and community organizers.
Downloadable content: Cars and tracks at a minimum.
Auction House: I suspect that there will be enhanced functionality for the auction house although I have not seen any details.  I suspect that there will be improved ability to search for individual painters and tuners.
